Antoni Slavinski / Chairperson

Antoni Slavinski was born on 17th of May 1946 in Sofia, Bulgaria. He has graduated from the Technical University of Sofia. From 1969 to 1991 he worked at the Communications Research Institute.

From 1992 to 1995 Antoni Slavinski was a member of the Board of Directors and Deputy Chairman “Planning and Networking” of the Bulgarian Telecommunication Company, Head of the Digitization Network project.

From 1997 to 1999 he was appointed Chairman of the Postal and Telecommunications Committee. In the 1999-2001 period Antoni Slavinski was Minister of Transport and Communications of Bulgaria.

Since 1994 he is a member of the Board of Trustees of New Bulgarian University.

Since 2011 he is Chairman of the Board of Trustees of New Bulgarian University.

In 2001, Antoni Slavinski is awarded the Honorary Professor of NBU title for his outstanding contribution to the Telecommunications Department at NBU.

For over 10 years he has been Chair of the Board of the “Telecommunications” association and continues to be a member of the Board of the biggest NGO in the sector.

From 2004 to 2007 he was coordinator of the Center of Excellencies to the International Telecommunication Union for Central and Eastern Europe.

Among his awards the IDG “For Special Merits to Bulgarian Telecommunications” and the IDG “For Contributing to the Development of the Information Society”.

Antoni Slavinski has specialized at the Adam Smith Institute – London, UK; Joint Vienna Institute – Vienna, Austria and ITU – Geneva, Switzerland.

He has more than 100 publications in Bulgaria and abroad.

Andrey Delchev / Member of the Board

Andrey Delchev is a lawyer with more than 30 years of professional experience. He graduated from the Faculty of Law at Sofia University St. Kliment Ohridski and has post-graduate specializations in Greece (1984, Greek Constitutional Law), France (Paris, 1991, “Protection of Competition”) and England (1994, Administrative Reform”).

Until 1990, Mr. Delchev was a judge at the Sofia District Court and later was the President of the Court. In 1991, Mr. Delchev left the judiciary to be appointed Head of the Legal Department of the Council of Ministers and held the position until 1997. He participated in the development of all modern Bulgarian legislation, working on more than 10 000 legal acts in seven governments – laws, regulations, ordinances, decisions. He was the director of the steering group in the Council of Ministers under the PHARE project. For 7 years he was Chairman of the Board of Directors of Balkan Holidays International – the largest Bulgarian tour operator with subsidiaries in twelve countries in Europe and North America.

Andrey Delchev is an arbitrator at the International Court of Arbitration at the Bulgarian Chamber of Commerce and Industry. Repeatedly appointed bankruptcy administrator of companies declared bankrupt. Mr. Delchev is the Executive Director of the Bulgarian Petroleum and Gas Association, which protects the interests of the biggest oil and natural gas market participants, including Shell Bulgaria, Petrol, Lukoil, Overgas, OMV “,” Shell Gas Bulgaria “and others.

As part of his pro bono or philanthropic activity, Mr. Delchev participated as a judge in one of the most prestigious international law competitions for students – Philip C. Jessup, following the rules and procedures of the International Court of Justice in Hague.

Andrey Delchev has worked on a number of international projects funded by some of the largest financial institutions such as the EBRD, the World Bank, the Japan Bank for International Cooperation (JBMS), the Black Sea Trade and Development Bank, etc.

Andrey Delchev is a managing partner of “Eurolex Bulgaria” Ltd., which was founded in 1997 and manages the company in almost all projects in the field of construction, water, energy, environment and law-making, which have quickly imposed the company as one of the main participants in the legal services market in Bulgaria. The in-depth knowledge of local legislation and practice, as well as his skills in resolving commercial and civil disputes, position Mr. Delchev among the most famous Bulgarian lawyers.

Only 2 years after “Eurolex Bulgaria” was elected the law company of the year, Andrey Delchev received the lawyer’s award in 2016.

Anna Ganeva  / Member of the Board

Anna Ganeva is connected with the Centre for Liberal Strategies since 1994. Since 2003 she is the Executive Director of the Centre for Liberal Strategies. As a researcher and team leader Anna Ganeva participates in projects in the fields of political science, foreign policy, political sociology, policy papers and analyses, anti-corruption projects, public debates for more than 10 years. Her previous carrier includes Executive Director and Member of the Board of the Investigative Journalists Association, Sofia (2000) and Executive Director of the Bulgaria-Russia Association (1997 – 2000).
