“New Member States: Climate Protection and Economic Growth”


Bulgarian School of Politics “Dimitry Panitza” works on a project “New Member States: Climate Protection and Economic Growth” in partnership with the Global Climate Forum. It is funded by the German Federal Ministry for the Environment, Nature Conservation and Nuclear Security. Due to the project’s importance for the Bulgarian economy and environment in it actively involved  are the administration of the President of Bulgaria, the Ministry of Environment and Water, the Ministry of Economy, Energy and Tourism, the Ministry of Transport and Communications, the Ministry of Regional Development and Public Worksand the  National Statistical Institute.

The objective of the project “New Member States: Climate Protection and Economic Growth” is to determine how can emissions in Bulgaria be significantly and permanently reduced while simultaneously achieving pre-2008/9 crisis sustainable growth.

The project seeks to answer the following key questions:
•         Which emissions reduction target is economically, socially and politically feasible until 2030 (2020/2050)?
•         How can this target be reached in an economically efficient, socially equitable and politically feasible manner?

The project addresses these over-arching questions by undertaking an in-depth analysis of the status quo and the environmental, economic and social impacts of potential mitigation measures, modelling and simulation of possible solutions, and identifying optimal options to move forward.

Both questions should be answered at the country level as well as for individual sectors. Using methods of qualitative analysis, various mitigations measures should be evaluated for each sector with regard to their mitigation potential as well as with regard to their economic and social impacts.
