The budget as a political instrument or how the parties implement their policies through the prism of the municipality budget was the discussed topic during the fourth day of the National Program. The structure and the principles of the state budget and municipalities’ financial policy were presented by Zdravko Sechkov, chair of the Foundation for Local Government Reform. In the small groups the participants had to develop and vote municipal budgets, as well as to explain to the citizens the main policies which they will implement through it. The afternoon session was dedicated to media behavior. The TV presenter from the Bulgarian National TV channel and of “Panorama” – Boyko Vasilev explained the main rules for a participation in a TV debate. After that there was debate stimulation on the topic of “How to decrease youth unemployment”
