Earlier in the day there was a panel dedicated on local finances. The structure and the principles of the state budget and municipalities’ financial policy were presented by Mr. Zdravko Sechkov, chair of the Foundation for Local Government Reform. In the small groups the participants had to develop and vote municipal budgets, as well as to explain to the citizens the main policies which they will implement through it. The afternoon session was dedicated to media behaviour. The radio journalist Ms. Prolet Velkova explained the main rules for a participation in a radio debate.
